The above is one example, of many, showing a steady increase in unprovoked police brutality throughout the U.S.

In my opinion, so-called "training" of police, these days, is brainwashing that changes personality of officers to something extremely different than what it had been.  I know there are good police out there.  When I was young, I learned to respect police, and they were mostly good, honest, and well meaning people.  These days, I don't judge anyone by their uniform, but I'm suspicious.

The brutality against the Iraqi people is being brought back to the U.S.  Some American Soldiers, who have become accustomed to treating people brutally, have returned, and become police officers.

The police are being told that they should stand against the people, that there is supposedly some threat to them from the people. It's a NEW WORLD ORDER method to maintain conflict between the people and the police.  Listen to Retired Police Officer Jack McLamb explain how good potential officers are screened out in the recruitment process.  In this audio, he explains that the good police officers are not promoted, and the bad ones are.

Sweeping new policies set to be introduced in the UK will mandate parents to get government permission to kiss their children or take them to the swimming pool in public, measures that are "poisoning" relationships between the generations, according to respected sociologist Professor Frank Furedi.

A quarter of the entire adult population of the United Kingdom will be mandated to pass a state check operated by a newly formed government agency to have any physical contact with children under the age of 16 in public - including their own kids.

"From next year the new Independent Safeguarding Authority will require any adult who come into contact with children or vulnerable adults either through their work or in voluntary groups to be vetted," according to a London Telegraph report.

In a think tank report, Professor Furedi highlighted cases where government checks were already being required by schools and other organizations for parents to merely interact with their own children in public.
 

In one example, a woman could not kiss her daughter goodbye on a school trip because she had not been vetted.

In another, a mother was surprised to be told by another parent that she and her husband were "CRB checked" when their children played together.

In a third example, a father was given "filthy looks" by a group of mothers when he took his child swimming on his own in "a scene from a Western when the room goes silent and tumbleweed blows across the foreground".

As a result ordinary parents - many of whom are volunteers at sports and social clubs - now find themselves regarded "potential child abusers".

Despite the fact that cases of child abduction in the UK have steadily dropped since the 1970's, government fearmongering and media scare campaigns have created the illusion that pedophiles are roaming around everywhere preying on children. Child abuse numbers are also being artificially inflated by charities like the NSPCC - who were caught faking abuse cases to generate cash donations.

In reality, as we have consistently highlighted, by far the highest ratio of child abuse and pedophilia per head is found in government institutions and other state-run programs tasked with "protecting" children.

In this clip, Alex discusses how a culture of pedophilia permeates government and branches of social services, why sex predators are enabled to conduct their activities by using the instruments of state, with a spotlight on cases of abuse in Texas and the U.S. government's attempts to cover it up.

In America, CPS workers who take children from loving homes and hand them over to child abusers are not even disciplined, while horror stories about the insane actions of Child Protective Services abound.

The CIA and government officials have also been implicated in numerous child sex trafficking rings in the U.S., including a major case that centered around the abduction of Iowa paperboy Johnny Gosch, who vanished without a trace in 1982.

In a recent case, the U.S. State Department was implicated as being involved in a major international child abduction scandal.

On a wider scale, in almost every case of human trafficking for child sex slavery, from Chile to Australia, to Bosnia, to Portugal, to Belgium, court proceedings get shut down or diverted when a clear connection to government officials, politicians and judges arises.

The agenda behind sweeping measures sold as "child protection" is to take away parents' rights and hand them over to the state, as happened in Hitler's Germany and other dictatorships throughout history.

Once the state gets its hands on your kids, they can mould them into good little Stasi agents who will gleefully inform on you for the most benevolent of actions, such as the use of minor physical discipline, which can easily be deemed "child abuse".

At best power mad control freaks - and at worst child abusers and pedophiles themselves - are crafting laws to dictate how parents can behave around their own children. This is one of the fundamental benchmarks of tyranny and a psychological assault on the very foundation of our society.

On June 24, 2008 on the Alex Jones Show, a nationally syndicated news/talk program that also has a huge Internet audience, retired [27 year] CIA analyst Ray McGovern discussed the potential for a U.S.-Israeli attack on Iran before the Bush Administration leaves office next year.

Former morning briefer for Presidents Ronald Reagan and George Bush Sr., McGovern noted that Iran is carefully avoiding any actions that could be interpreted as provocations for an attack: hence justification for an attack would require a pretext manufactured by the Administration and/or the Israelis.

In an editorial published by AntiWar.com on June 20, McGovern had brought our attention to a little-noticed statement by Israeli Prime Minister Ehud Olmert about a June 4 White House meeting with President George W. Bush:

"We reached agreement on the need to take care of the Iranian threat. I left with a lot less question marks [than] I had entered with regarding the means, the timetable restrictions, and American resoluteness to deal with the problem. George Bush understands the severity of the Iranian threat and the need to vanquish it, and intends to act on that matter before the end of his term in the White House.

McGovern concluded that a perfect storm seems to be gathering in late summer or early fall, when the Bush Administration and allies in Israel will launch attacks against Iran.

There is reason to hypothesize that the requisite staged provocation for an attack on Iran has already been planned and is scheduled to take place in Denver at the time of the Democratic National Convention (DNC) in late August.

This hypothesis stems from information from insider geopolitical specialists who are disgusted by the ruthless onslaught of fascism in the United States and are fighting it at great risk from behind the scenes. It is also supported by circumstantial evidence, including “anti-terrorism” drills held in Denver throughout the week of June 16, 2008.

The weeklong “realistic urban environment” drills conducted by the U.S. Special Operations Command, which coordinates all the military branches’ crack commando units from Army Rangers to Navy SEALS, featured unmarked black helicopters conducting maneuvers and landings as well as the loading and unloading of Special Operations forces at multiple locations in the city.

Two major staging grounds placed under military control with the blessing of the city were a large abandoned rubber factory on the south side of Denver and the former Children’s Hospital at Downey and 21st Street. A Halliburton truck was observed with the designation 'Weapons of Mass Destruction Civil Support Team' (CST), a team sporting a number of large SUVs carrying sophisticated communication equipment.

A special Department of Defense anti-terrorism unit based in Wyoming, CST was present in Denver in alignment with the scenario posited by the drills: the detonation of a weapon of mass destruction, such as a radioactive dirty bomb, that would kill 20,000 people.2

Special Operations Command spokesman Lt. Steve Ruh said the drills were a culmination of a two-week training exercise that was part of the “war on terror.” Denver mayor John Hickenlooper denied that the exercises were security preparations for the DNC in August.

However, the following arguments could be posed for a connection with the DNC, not only as security preparations but also as dry run preparations for detonation of a contrived terrorist dirty bomb somewhere in the city.

In other major false flag “terrorist” events, such as the 9/11 attacks on U.S. targets in 2001 and the “7/7” subway bombings in London in 2005, prior terrorism drills were held that were similar in key aspects to the later false flag events themselves.

Dry run preparations for a dirty bomb would provide valuable experience regarding implementing that particular event in that particular urban location (such as familiarity with the city layout, including that of subways and hospitals).

Anti-terrorism, anti-protest, and other security measures would already be in place at the time of the Convention, including detention camps and an array of armed personnel and weaponry.
The choice of a presidential campaign convention as the occasion for the dirty bomb would readily lend itself to official maligning of the perpetrators for committing horrifying violence during an event so symbolic of the American democratic tradition. With Iran as the proclaimed culprit, the propaganda machine could thus go into high gear in its efforts to galvanize support for war.

It would also lend itself to scare tactics capitalizing on the terrorists’ ability to breach the massive security measures surrounding such an event. And with Iran as the declared perpetrator, official spin regarding its puported nuclear ambitions would gain new credibility.

Finally, a staged “Iranian” dirty bomb detonated to coincide with the DNC in August could be expected to revitalize support for the Bush Administration’s post 9/11 anti-terrorism matrix and for the neocon ideology that has infused it.

For many months, a number of political analysts have feared that elements in the Bush Administration have been planning major false flag “terrorism” such as the detonation of a radioactive “dirty bomb” in a U.S. city, terrorism on a scale that would justify cancellation of the coming presidential election, a declaration of martial law, and refusal to relinquish power to a successor administration.

In May 2007, Bush issued National Security Directive No. 51 giving himself, on his own initiative, the power to control the executive, legislative, and judicial branches -- all functions of government -- in the event of a catastrophic national emergency. National emergency is defined elastically as “any incident, regardless of location” that would “damage or disrupt” the U.S. population, economy, or government functions.

There is no language in Directive 51 that requires Bush to obtain the consent of Congress before he seizes such power, nor is there an acknowledgement that under existing law he is already required to do just that. Directive 51 simply ignores the existing National Emergencies Act, and in so doing Bush authorizes himself - or if he is disabled, the Vice President - to control all functions of government for the duration of the emergency “and afterward.”

A combination of official pronouncements, expansion of executive powers, and Congressional trends has led many analysts to fear that another self-serving problem-reaction-solution scenario is indeed in the offing, in which as a response to the reaction of widespread public fear the solution of martial law would be offered and welcomed.

Under Presidential Directive 51, martial law in the U.S. would automatically extend to Canada and Mexico as a result of advances, achieved largely through stealth and disinformation, in implementing a North American Union (NAU). Under martial law, the U.S. President would assume authoritarian control over the three governmental functions—executive, legislative and judicial—for all three nations.

Extending martial law even more globally could be facilitated by staging additional events entailing further massive loss of life.

If these events ensued within days of the first instance of violence and death, they would preclude any real recovery of the populace from the original trauma, and indeed they would escalate it to the degree necessary for acceptance of worldwide martial governance.

A warning of just such a scenario was given in 1974 by Dr. Wernher von Braun, who stated that the dark forces controlling world wealth and political power had over a third of a century ago planned a series of escalating false flag events as a means for acquiring total global control.3

This broader sort of speculation is in fact just that. But our minimal hypothesis of upcoming false flag terrorism in Denver is supported in its general themes by the informed analysis of astute thinkers in the public arena, and in its more specific expectations by the insider leaks of “White Hat” patriots. A parallel situation occurred six months ago when sources within the U.S. intelligence community leaked a neocon plot to assassinate Presidential candidate Ron Paul to freedom fighter and intrepid researcher Daniel Estulin.

In mid-December 2007 staff writer Paul Joseph Watson of Alex Jones’ Prison Planet.com reported these events:

"Best-selling author and Bilderberg sleuth Daniel Estulin says he has received information from sources inside the U.S. intelligence community which suggests that people from the highest levels of the U.S. government are considering an assassination attempt against Congressman Ron Paul because they are threatened by his burgeoning popularity.

"Estulin, whose information has unfortunately proven very accurate in the past, went public with the bombshell news during an appearance on The Alex Jones Show today….

"Estulin, an award winning investigative journalist, said that he was given the information from a source that has been reliable for over a decade in providing accurate projections of future events based on what the elite were discussing in their own circles…

"The Ron Paul phenomenon has galvanized an entire nation," said Estulin, adding that both the people who discovered the plot and its potential protagonists are terrified at the consequences of what such an action will be because of the difficulty in judging just how severely the general public will react."4
In a second article on December 21, 2007, Watson revealed additional information:

"Appearing [again] on The Alex Jones Show, Estulin said that his sources for the information were real patriots who love America and are desperate to see the truth get out, but that he always took the precaution of getting verification from more than one individual on each piece of information he releases.

"What I said about Ron Paul last week came from two different people who don't know each other," said Estulin, adding that his source had in turn got the information from sources within the Neo-Con camp and that it was individuals from within the Neo-Con camp that are considering what would happen if Ron Paul was assassinated.

Estulin publicized the plot at length on the Alex Jones radio and television venues, which resulted in its massive exposure across the Internet and in giving its perpetrators the answer they had been seeking regarding probable public reaction to an assassination of Ron Paul.

There are wonderful lessons here for the current case of insider concern about a horrific DNC false flag disaster that could claim 20,000 lives. Even if this concern has only a small probability of manifesting, it is nevertheless vital to disseminate it widely with a view to thwarting the plot and all of its attendant horrors.

On April 18, 2008, William Lewis, Robert Chapman, and Alex Jones, had a discussion. Then Robert Chapman told of how Hitler enlisted the aid of a police chief in Hamburg Germany, who, after the war, was brought up on war crimes charges. He pointed out how saying it was "the law" he'd been following, did not help that Police Chief.

Then Alex Jones commented upon Governor (of California) Arnold Schwartznegger, that he wears a Nazi belt buckle, and that his Nazi father arrested tens of thousands of political dissidents who were later murdered by the state. It's amazing, he's governor of one of our States, and calling for a police state.

William Lewis commented that he feels like he's been living in a nightmare for 10 years, which started decades ago. He said their evil plan is now blossoming.  Robert Chapman pointed out he'd been fighting the New World Order 49 years, he along with G. Edward Griffith (writer of The Creature from Jekyl Island) Alan Stang, and Gary Allen.

Alex commented how a well known Palestenian Activist, a local school teacher, was found hands and feet bound, and mouth gagged, in a river. The local police fished him out and said he committed suicide.

Ex-Congressman: U.S. Government Created Al-Qaeda, Involved In 9/11

Author of San Francisco Chronicle piece warning of internment camps says government bombed its own citizens

A former Congressman says that the U.S. government created Al-Qaeda and was involved in bombing its own citizens on 9/11, telling a national radio show that elements of the Bush administration assisted the attacks on the WTC and the Pentagon.

Daniel Hamburg is a former Democratic Congressman who was elected to the 1st Congressional District of California in 1992 and also subsequently ran for Governor of California, finishing in 3rd place.

Hamburg co-wrote a well-received recent article carried by the San Francisco Chronicle in which he outlined the program to incarcerate American citizens in internment camps, which have already been publicly built, during a time of declared national emergency.

Appearing today on the Alex Jones Show, Hamburg said he was working on an article about missing nuclear bombs in relation to the Minot nuclear warheads mishap and agreed that it was possible the story could be used as a cover for the staged detonation of a nuke to be blamed on Al-Qaeda.

Advancing globalization and trends to world governance have become regular headlines throughout the world. As these trends continue, resistance to losses of sovereignty and globalization are increasing. This is coming as little surprise to the planners who have foreseen the rise of world government, and actively participated in its formation.

Zbigniew Brzezinski admitted in his book, Between Two Ages: America's Role in the Technetronic Era, that the formation of the world system would require "sacrifices" on part of Americans that will harm America's favorable position in the world. Brzezinski states,
 

"The nation-state is gradually yielding its sovereignty... In the economic-technological field, some international cooperation has already been achieved, but further progress will require greater American sacrifices. More intensive efforts to shape a new world monetary structure will have to be undertaken, with some consequent risk to the present relatively favorable American position."

There is little doubt that Brzezinski knew exactly what kind of response this action would evoke from patriotic Americans. At the moment we are witnessing America's favorable economic position being drastically eroded as the dollar continues its freefall, with former Federal Reserve chairman Alan Greenspan's endorsement.

The great dream of world governance comes at a price. Ancient ideas of national sovereignty have no place in the modern era. Sacrifices must be made.

What reactions do the global planners expect?

James P. Muldoon, Jr., Senior Fellow of the Center for Global Change and Governance at Rutgers University, writes in The Architecture of Global Governance that the transition to the international system will emerge out of 'chaos',
 

"For some, the disarray of traditional relationships in international affairs indicates a dangerous deterioration of the international order and portends collapse of the system into chaos or anarchy. Others consider the turbulence of the 1990s as part of the process of evolution, an inevitable consequence of the transformation of the international system into a global system. In some respects, both are right. The international order has indeed deteriorated into 'disorder' in large measure, but there is growing evidence that a global system is emerging out of this 'chaos.'"

H.G. Wells, a strong proponent of a planned world state, wrote in The New World Order in 1940,
 

"Countless people, from maharajas to millionaires from pukka sahibs to petty ladies, will hate the new world order, be rendered unhappy by frustration of their passions and ambitions through its advent and will die protesting against it. When we attempt to estimate its promise we have to bear in mind the distress of a generation or so of malcontents, many of them quite gallant and graceful-looking people."

H.G. Wells again writes in The Open Conspiracy, an earlier book written in 1928,

"The establishment of the world community will surely exact a price - and who can tell what that price may be? - in toil, suffering, and blood."

While speaking at a conference hosted by AKbank in Istanbul Turkey on May 31, 2007, just prior to the scheduled Bilderberg meeting, Henry Kissinger gave a speech in which he stated,
 

"What we in America call terrorists are really groups of people that reject the international system..."

Government trends analysts have taken into consideration the expanding world system and have based predictions on its impact on social, political, and economic conditions. A December 2000 CIA report titled "Global Trends 2015" outlines possible outcomes of globalization and worldwide integration. The report states,
 

"Scenario Two: Pernicious Globalization Global elites thrive, but the majority of the world’s population fails to benefit from globalization... migration becomes a major source of interstate tension... Internal conflicts increase, fueled by frustrated expectations, inequities, and heightened communal tensions..."

A report released from the U.K. Ministry of Defense, "DCDC Global Strategic Trends Programme 2007-2036", states that globalization and the effective erasing of borders in an international system will cause upheaval.
 

"Economic globalization and indiscriminate migration may lead to levels of international integration that effectively bring interstate warfare to an end; however, it will also result in communities of interest at every level of society that transcend national boundaries and could resort to the use of violence."

It is not my position to advocate violent actions as a solution, as this would only worsen our situation. What can be seen from the above statements is that violence and turmoil is expected by globalist planners and analysts during the "transition" period that will carry us into the New World Order.

President Bush's post-terror attack martial law plan is so shocking that even sitting members of Congress and Homeland Security officials are barred from viewing it, another example of executive über alles and a chilling portent of what is to come as constant reminders of the inevitability of terror attacks reverberate.

Congressman Peter DeFazio (D - OR) was asked by his constituents to see what was contained within the classified portion of the White House's plan for operating the government after a terrorist attack.

Since DeFazio also sits on the Homeland Security Committee and has clearance to view classified material, the request would have appeared to be routine, but the Congressman was unceremoniously denied all access to view the documents, and the White House wouldn't even give an excuse as to why he was barred.

"I just can't believe they're going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack," DeFazio told the Oregonian on Friday.

"We're talking about the continuity of the government of the United States of America," DeFazio says. "I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee."

"Maybe the people who think there's a conspiracy out there are right," DeFazio concluded.

The article also quotes Norm Ornstein, a legal scholar who studies government continuity at the conservative American Enterprise Institute, who told the paper he "cannot think of one good reason" to deny access to a member of Congress who serves on the Homeland Security Committee.

"I find it inexplicable and probably reflective of the usual, knee-jerk overextension of executive power that we see from this White House," Ornstein said.

The only plausible reason DeFazio was barred access to the documents is that the plans for a post-terror attack continuity of government scenario are so abhorrent that to reveal their true nature would cause a public outcry and lead to a major repeal of what is contained in the documents.

What we already about Bush's recent spate of executive orders, and in particular PDD 51 , is bad enough - the provisions outline preparations for the implementation of open martial law in the event of a declared national emergency.

New legislation signed on May 9, 2007 , declares that in the event of a "catastrophic event", the President can take total control over the government and the country, bypassing all other levels of government at the state, federal, local, territorial and tribal levels, and thus ensuring total unprecedented dictatorial power.

It is important to understand that, although these powers have been on the books for previous presidents, Bush is the first to openly brag of the fact that he will utilize them and officially become the supreme emperor of the United States in the aftermath of a catastrophe that the government itself has said will happen on innumerable occasions.

According to columnist and author Jerome Corsi , the power grab assures that "The president can declare to the office of the presidency powers usually assumed by dictators to direct any and all government and business activities until the emergency is declared over."

Also in May, it was reported that a high-level group of government and military officials has been quietly preparing an emergency survival program named "The Day After," which would effectively end civil liberties and implement a system of martial law in the event of a catastrophic attack on a U.S. city.

Last year we also exposed the existence of a nationwide FEMA program which is training Pastors and other religious representatives to become secret police enforcers who teach their congregations to "obey the government" in preparation for a declaration of martial law, property and firearm seizures, and forced relocation.

The documents that Congressman DeFazio was blocked from seeing likely interlock with both these programs and detail the overarching agenda to effectively nullify what's left of the U.S. Constitution and firmly ensconce George W. Bush as a supreme dictator.

Only by putting enough pressure on the media and in turn the White House to be transparent about what the secret martial law provisions are can we lead an effort to repeal them before the next terror attack, whether real or manufactured, takes place.

Violent Radicalization and Homegrown Terrorism Prevention
 

As of May 2008, Senate bill S-1959 is still pending.  It's called the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007.

Here are some words from the bill:

"The term `violent radicalization' means the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change."

In the above, is "extremest belief system" promotion giving out papers or DVD's with facts about the events of 9/11?  If it's "ideologically based violence" then there's no threat of physical violence, or any threat of illegal acts.  It's just to "advance political, religious, or social change."  The word "violence" in today's dictionary does not necessarily mean physical violence.  It could be "vehement feeling or expression" according to Webster's dictionary.
 

"The term `homegrown terrorism' means the use, planned use,
or threatened use, of force or violence..."

I would not object to the words "threatened use" in the above, but "planned"?  If it's not used, and it's not threatened, then it's non existent in matters of law unless one can establish intent to commit violence through a conspiracy.
 

If this passes into law, in the way much of the bill is worded, it will be in violation of the first amendment of the U.S. Constitution:

Congress shall make no law respecting an establishment of religion, or
prohibiting the free exercise thereof; or abridging the freedom of
speech, or the press; or the right of the people peaceably to assemble,
and to petition the Government for a redress of grievances.

If passed as worded now, it seems the federal government will be looking to gain cooperation from local law enforcement:

"The potential rise of self radicalized, unaffiliated terrorists domestically cannot be easily prevented through traditional Federal intelligence or law enforcement efforts, and requires the incorporation of State and local solutions."

It's important to note, here, that acts against the American People in violation of the U.S. Constitution, are unlawful, no matter what so-called "law" is written, or rule is made.  Written laws from the U.S. Federal Government are not valid when they contradict the Constitution.  Local law enforcement is bound by the Constitution.  The Constitution is the "supreme law of the land."  U.S. Constitution article VI par. 2

“In a decision that could affect gun control laws across the nation, the Supreme Court has agreed to consider whether the Second Amendment protects an individual’s right to carry a gun,” reports ABC News.

Carry? Or possess?

“It has been 70 years since the high court has focused on the meaning of the words ‘right to keep and bear arms’ in the Second Amendment and the case is sure to ignite cultural battles across the country.”

A well regulated militia, being necessary to the security of a free State, the right of the People to keep and bear arms, shall not be infringed

Seems pretty straight forward to me.

“The Supreme Court agreed to step in because the issue has caused a deep split in the lower courts. While a majority of courts have said that the right to bear arms refers in connection to service in a state militia, two federal courts have said the amendment protects an individual’s right to keep a gun.”

A deep split? Apparently, members sitting in the lower courts have a difficult time reading plain English. The Second Amendment states unambiguously that the right to bears arms “shall not be infringed.”

But then there are people like District of Criminals mayor Adrian Fenty, who states: “Whatever right the Second Amendment guarantees, it does not require the district to stand by while its citizens die.”

In other words, Fenty thinks he can ban guns and he will not “stand by” the Second Amendment.

The District of Criminals has the highest crime rate in the country, surpassing Los Angeles and New York. Is this possible because guns are banned there and the criminals realize they can victimize anybody they want without consequence?

It seems Fenty is standing by while people die.

But then it is not the responsibility of the police to protect the people. It is the duty of the people to protect themselves.

We’ll see if the Supremes agree. Or if they will strip the Second Amendment to its bones.

 A situation in Prince George's County, MD. has attracted media attention and once again provided the platform for a propaganda push that falsely implies it is the law for children to be vaccinated with mass produced big pharma shots that are often not stringently tested and have been linked with dangerous side effects.

More than 2300 children in Prince George's County have been expelled from school for up to a month and a half because they have not gotten their shots for chicken pox and hepatitis B. This saturday the parents of more than 1600 children have been ordered to attend Circuit court.

School officials have said the parents will receive a verbal reprimand from the judge and be ordered to have their children immunized in the courthouse. The students would then be allowed to return to school.

Parents who refuse to comply will get fines and could be jailed for ten days. The school says exemption for religious reasons has to be applied for.

"If the child is not here Saturday, then we will move on with the process, meaning that the PPWs and the counselors will put together the packet to take before the state's attorney's office, asking, requesting that criminal charges be implemented," Dr. Betty Despenza-Green, the chief of student services, said from the courthouse Tuesday.

"We can do this the easy way or we can do this the hard way, but it's going to have to get done. I'm willing to move forward with legal action." said State Attorney Glenn Ivey.

A newly declassified document shows that J. Edgar Hoover, the longtime director of the FBI, had a plan to suspend habeas corpus and imprison 12000 americans whom he suspected of disloyalty.

Hoover sent his plan to the White House on July 7, 1950, 12 days after the Korean War began.  It envisioned putting suspect Americans in Military prisons.

Actor Martin Sheen questioned the official 9/11 story, as well as the collapse of Building 7 and Larry Silverstein's "pull it" comment during an anti-war march this past weekend in Los Angeles, saying that recent revelations about the attacks had caused him to have doubts.

Sheen was interviewed by We Are Change L.A. along with fellow actor Mark Ruffalo during an event hosted by the ANSWER Coalition at which around 20,000 people attended.

Emmy and Golden Globe Award-winning Martin Sheen, star of blockbuster films like Apocalypse Now and The West Wing, follows in the footsteps of his son Charlie Sheen, who publicly spoke of his doubts about the official 9/11 story back in March 2006.

"I did not want to believe that my government could be involved in such a thing," said Martin Sheen, "I could not live in a country that I thought could do that - that would be the ultimate betrayal," he added.

"However, there have been so many revelations that I have my doubts, and chief among them is Building 7 - how did they rig that building so that it came down on the evening of the day?" said Sheen.

Though Fox News and other attack dogs are likely to seize upon Sheen's comments and run hit pieces, the National Institute of Standards and Technology itself had to admit recently that the total collapse of the twin towers at free fall speed could not be explained.

NIST also promised to investigate whether explosive devices were involved in the collapse of Building 7 in August last year.

The issue of Building 7 stoked controversy earlier this year when archive footage from news networks including BBC and CNN emerged that showed correspondents reporting the collapse the 47-story skyscraper over 20 minutes before it fell, leading some to charge that people with foreknowledge of the collapse were feeding networks a script as the events of 9/11 unfolded.

A common charge leveled against those who question the official orthodoxy of the global warming religion is that they are acting as stooges for the western establishment and big business interests. If this is the case, then why do the high priests of the elite and kingpin oil men continue to fan the flames of global warming hysteria?

The Trilateral Commission, one of the three pillars of the New World Order in alliance with Bilderberg and the CFR, met last week in near secrecy to formulate policy on how best they could exploit global warming fearmongering to ratchet up taxes and control over how westerners live their lives.

At the confab, European Chairman of the Trilateral Commission, Bilderberger and chairman of British Petroleum Peter Sutherland (pictured top), gave a speech to his elitist cohorts in which he issued a "Universal battle cry arose for the world to address ?global warming? with a single voice."

Echoing this sentiment was General Lord Guthrie, director of N.M. Rothschild & Sons, member of the House of Lords and former chief of the Defense Staff in London, who urged the Trilateral power-brokers to "Address the global climate crisis with a single voice, and impose rules that apply worldwide."

Allegations that skeptics of the man-made explanation behind global warming are somehow doing the bidding of the elite are laughable in the face of the fact that Rothschild operatives and the very chairman of British Petroleum are the ones orchestrating an elitist plan to push global warming fears in order to achieve political objectives.

We have a similar situation to the Peak Oil scam , which was created by the oil industry as a profit boon to promote artificial scarcity, and yet is parroted by environmentalists who grandstand as if they are in opposition to the oil companies.

In his excellent article, Global warming hysteria serves as excuse for world government , Daniel Taylor outlines how the exploitation of the natural phenomenon of "global warming" was a pet project of the Club of Rome and the CFR.
"In a report titled "The First Global Revolution" (1991) published by the Club of Rome, a globalist think tank, we find the following statement: "In searching for a new enemy to unite us, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like would fit the bill.... All these dangers are caused by human intervention... The real enemy, then, is humanity itself."

"Richard Haass, the current president of the Council on Foreign Relations, stated in his article "State sovereignty must be altered in globalized era," that a system of world government must be created and sovereignty eliminated in order to fight global warming, as well as terrorism. "Moreover, states must be prepared to cede some sovereignty to world bodies if the international system is to function," says Haass. "Globalization thus implies that sovereignty is not only becoming weaker in reality, but that it needs to become weaker. States would be wise to weaken sovereignty in order to protect themselves..."

Taylor also points out future British Prime Minister Gordon Brown's admonishment that only a "new world order" (world government) can help fight global warming.

Other attendees at the recent Trilateral meeting raised the specter of climate change as a tool to force through tax hikes.
Calling on the United States government to adopt a "carbon monoxide control policy," former CIA boss and long term champion of creating a domestic intelligence agency to spy on Americans John Deutch, argued that America should impose a $1-pergallon increase in the gasoline tax under the pretext of fighting pollution.

The lapdog media have proven adept in the past at taking their orders from the elitists in pushing higher taxes in the name of saving the environment.

"When the TC called on the United States to increase gas taxes by 10 cents at a meeting in Tokyo in 1991, The Washington Post, which is always represented at TC and Bilderberg meetings, called for such an increase in an editorial the following day," reports Jim Tucker .

Tucker writes that an essential means of achieving global government by consent over conquest, as has long been the ultimate goal of the elite, is by "fanning public hysteria" over climate change, encouraging further integration by forcing countries to adhere to international law on global warming. Such restrictions have prevented the development of third world nations and directly contributed to poverty, disease and squalor by essentially keeping them at a stone age level of progress, as is documented in The Great Global Warming Swindle documentary.

People who still trust the platitudes of politicians and elitists who implore us to change our way of life, cough up more tax money, and get on board with the global warming religion save being linked with Holocaust denial , are as deluded and enslaved as the tribes of Mesoamerica who, unaware of the natural phenomenon of a solar eclipse, thought their high priests could make the sky snake eat the Sun, and therefore obeyed their every demand.

History Channel Hit Piece: Dirty Tricks, Malicious Lies & Journalistic Fraud

The History Channel 9/11 special that aired last night was by far the worst hit piece we have ever witnessed, a completely savage, dishonest and deceptive abomination, replete with dirty tricks, malicious lies and a level of journalistic fraud that goes way beyond simple bias.

Bradley Davis, the producer of 9/11 Conspiracies: Fact Or Fiction, is a paid liar and a hit piece specialist who deceives people by gaining their confidence and then attacking them behind their back.

He is famous for the smear job documentary on Michael Jackson and makes a career out of conning people and then stabbing them in the back. His tongue is so smooth, that even the Loose Change crew were prepared to give him the benefit of the doubt on his impartiality before last night's hit piece was aired, with Davis having tricked them into believing he was a friend.

Before filming began, Alex Jones asked Davis point blank if the documentary was going to be a hit piece, which Davis denied. After we brought attention to the History Channel's blurb on their website, which clearly characterized the show as a hit piece, Davis panicked and promised to alter the promo, calling it a "misrepresentation," as well as re-edit the entire program to make it more balanced. The promo temporarily disappeared from the website and the broadcast of the show was put back by a week.

During the course of this second exchange, Davis again promised Jones that the show was not going to be a hit piece and was very upset that we had discovered he was behind the NBC hit piece on Jackson - seemingly frightened that his cover might be blown and his next victim would be alerted to his scheming tricks. He was terrified and kept repeating that he didn't want to be quoted on anything he said.

Just like Popular Mechanics swore that their straw man smear job wouldn't be a hit piece, Davis engaged in journalistic fraud and complete dishonesty by lying directly to Alex Jones' face in claiming the documentary was to be neutral just so he could secure the interview.

Just like William Randolph Hearst, the progenitor of the term "yellow journalism," Davis will go down in history as a liar and a fraud.

The show itself was deliberately crafted, edited, shot and manipulated to portray the 9/11 truth movement in a completely negative light, while exalting the so-called experts to almost God-like status.

- The program makers pulled out all the stops to hire nationally renowned NBC news anchor Lester Holt (pictured) to narrate the show, a trusted voice that was utilized to brutally debunk 9/11 truth representatives.

- The debunkers, people like James Meigs whose scientific expertise stretches as far as being the editor of Video Review and Entertainment Weekly, were labeled as experts while real experts like Physicist Professor Steven Jones were stripped of any such description.

- The debunkers' interviews were pristinely shot and framed, with beautiful backdrops and highly sympathetic camera angles and filters, whereas the truthers were shot from bizarre positions, their images were deliberately distorted and even the color filter of the shot had been manipulated to make their appearance look tainted, blurred and contorted. This was an intentional ploy and a crude act of manipulation to detract credibility from the truthers and violates all known ethical standards of journalism.

- The producers of the show failed to offer the proviso that Hearst Publishing, the owner of Popular Mechanics, also holds a controlling stake in the History Channel (via its stake in the A & E Television Network), therefore concealing from the viewer a blatant conflict of interest that negated the neutrality of the show before it had even begun.

- The debunkers were afforded far more time on camera while the truthers were sidelined.

- The narrator of the show would dismiss the questions and evidence raised by the truthers as unproven or debunked in an ad hominem manner without providing any evidence to justify the assertion.

- The truthers were edited so that only hesitant responses to questions were broadcast, casting doubt on the veracity of their claims in the mind of the unsuspecting viewer.

- The show included a clip of Alex Jones' appearance at the University of Texas, at which around 500 people packed the lecture hall to hear his speech, but deliberately and maliciously edited the footage to include shots taken during recess, so as to make it appear that the lecture hall was mostly empty. In addition, lingering shots of empty chairs were included to further deceive the viewer into thinking few had attended the speech. This is journalistic fraud of the worse kind - a blatant misrepresentation and deliberate skewing of actual events.

- In a similar vein, footage from 9/11 truth protests was broadcast but the angle of the shot was always tight, so as to make out that few people had attended the demonstration, when in fact thousands were present.

- Davin Coburn of Popular Mechanics, mirroring a dirty trick that was also employed in the BBC hit piece, maliciously lied and smeared Alex Jones and others in the program by claiming that most of the 9/11 families hate them and that they are responsible for causing the families more pain. Coburn and the show's producers know this is an outright lie and that the majority of the family members are asking the same questions as Alex Jones and others. Bill Doyle, representative of the largest group of 9/11 family members told the Alex Jones Show directly that over half of the family members have questions about the official story. Alex Jones and the Loose Change crew offered contact details for numerous 9/11 first responders, firefighters and family members that were asking questions of the official version, but absolutely none were interviewed by Brad Davis and the rest of the show's producers.

- The producers of the show tried to make out that Loose Change had recanted their position on the issue of controlled demolition, when in fact Dylan Avery and the other members of the crew were merely using their Final Cut version to focus on other topics, having already covered controlled demolition at length in previous versions. This trick was used to claim that evidence for bombs and controlled demolition, which is attested to by scores of firefighters and first responders, none of which were interviewed by the producers, had been debunked.

- Articles and text from 9/11 truth websites were shown, but the actual URL addresses of the sites were blurred out, with the History Channel obviously frightened that people might actually visit such websites and find out that the program was a pack of lies.

- The debunkers attempted to wriggle out of Secretary Norman Mineta's bombshell testimony about Cheney's actions in the Emergency Operations Center, by claiming that Mineta was talking about Flight 93 and not the plane that hit the Pentagon. In reality, Mineta makes it clear in his testimony that he is talking about Flight 77, "the airplane coming in to the Pentagon," and this is then confirmed by Commissioner Lee Hamilton.

- The debunkers admitted that temperatures inside the twin towers were not hot enough to melt steel, but claimed that they were hot enough to weaken steel and cause the collapse. The debunkers uniformly failed to address the fact that firefighters and first responders described witnessing molten steel beneath the rubble of the towers and they also ignored Professor Steven Jones' scientific analysis of the iron-rich microspheres found in the rubble. In a website posting last night, Professor Jones stated that he emphatically pushed the dust analysis during his interview with the producers, but the topic was completely overlooked. The New York Times reported that the molten steel was "perhaps the deepest mystery uncovered" but the History Channel, mirroring NIST, failed to address the issue.

- The debunkers mentioned WTC 7 only in passing and completely failed to address why the building, which wasn't hit by a plane, collapsed in 7 seconds into its own footprint after suffering only limited fire damage from falling debris. They also failed to mention why news outlets were reporting the collapse of Building 7 over an hour before it actually fell.

- The wargames that dovetailed 9/11 and deliberately confused NORAD personnel so as to slow response to the real attack were completely excluded.

- The Able Danger program and how the hijackers were discovered before 9/11 was completely excluded.

- The fact that the money man behind the hijackers, Pakistan’s ISI Chief Mahmoud Ahmad, was meeting with U.S. government and intelligence officials before and on the morning of 9/11, was completely excluded.

- William Rodriguez' first-hand testimony of explosions prior to the impact of the planes was completely excluded, as was the testimony of numerous firefighters who attested to bombs and explosions.

- NBC reporter Pat Dawson claimed that FDNY Chief of Safety Albert Turi had only described explosions, not bombs, going off, contradicting Dawson's own report at the time which stated, "Reports of a secondary device, that is another ‘bomb’ going off."
 

After watching this two hour charade, Alex Jones was left stunned and irate that the producers had deliberately set out to create something that goes way beyond the scope of bias - an intentional propaganda attack piece strewn with manifestly provable lies, dirty tricks and misrepresentation, and that the show's producers, and in particular Brad Davis, had purposefully lied all along in order to shield the fact that this was a savage hit piece of the highest order.

In comparison, The History Channel makes Fox News look fair and balanced!

Framing Alex Jones as a demon and making out that he is causing pain to 9/11 families, when in fact during our last visit to ground zero most of the firefighters and police personally thanked us, is a very serious allegation and we are waiting to see what kind of damages will accrue as a result while we consider our next step.

As we expected all along, Brad Davis and the rest of the charlatans at NBC, the History Channel and Popular Mechanics, have pleased their corporate masters by unleashing the most twisted, distorted, dishonest and savage hit piece in television history. They have shown their hand by deliberately abandoning any pretense at ethical journalism and delivering exactly what their Hearst "yellow journalism" Publishing and GE bosses demanded - a bias, malicious, deceptive, and manipulative tissue of lies and another reason for Americans to disengage from an establishment media empire that continues to hemorrhage viewers on a daily basis due to its ceaseless lies and propaganda.

As you look at the most recent news items, you see a mixture of seemingly good news, and bad.  The good news is, paradoxically, also edging on the so-called bad.  As the people wake up to the schemes of the New World Order, which is happening quite rapidly, those in power get upset.  When they get upset, they get desperate.  They become fearful, and they are liable to make decisions based upon desperation in the very near future.

In the end, "...all things work together for good, to them that love God, to them who are the called according to HIS purpose."   Romans 8:28.  So, there is really no "bad" news for us.

As you can see below, the U.S. States are rebelling, the New World Order's "national ID" is failing, the North American Union is being fought by certain states, and the truth of 9/11 is coming out now to millions in mainstream media.

Ron Paul is running as a Republican President of the United States, and the fact of his popularity from people of both parties, and both sides of the political spectrum, shows that people have had enough of the whole corrupt political system.  They are waking up, and that is dangerous to the New World Order.

This years Bilderberg Conference in Turkey, it seems, to me, was harder to investigate than previous meetings.  What were they discussing?

Ed and Elaine Brown were arrested in their home.  They had been willing to die to take a stand against tyranny, but were tricked after agents entered their home under false pretenses.  They have served America well, and many were informed of the truth regarding income taxes through the publicity generated.  The result of that public dissemination of information could be that others have beat the income tax in court because more potential jurors were informed.  I believe it is time for people to take a stand in defense of these two brave people.  Go to this web site.  Contribute money, and help get them out of jail, and ready to finally face a fair trial, not the kangaroo court they had been faced with.

Ed and Elaine Brown live in Plainfield New Hampshire.  They have been battling the U.S. Federal Government in court for years, over the issue of income taxes.  Over the past few decades, some have won, and others have lost, when confronting the U.S. Government in court over the issue of whether they are obligated to pay income taxes, since there is no law stating that citizens must do so.

In the middle of a trial, which was obviously carried out in a matter that is contrary to the U.S. Constitution, Ed chose to leave and stay in his home.  Elaine continued to attend the court sessions.  She was put under house arrest away from her husband.  The end result of the "trial" was that Ed was sentenced to 5 years in prison.  Later Elaine violated her house arrest and went to be with her husband.

In the evening of the 6th of June, an airborne vehicle surveilled the Brown's home.  Early on the 7th of June, a visitor, Daniel Riley, took the Brown's dog for a walk.  Daniel heard two bullets whiz past his head from behiind and into leaves in front of him, from 1 U.S. Marshall who had been hiding in the bushes with another one.  Daniel dropped to his knees, telling the officers that he was unarmed, and then he was tasered.

Power and telephone lines were cut off to the Brown's home.  Auxiliary power was turned on by the Browns.

On the 7th, Armored Personnel Carriers (APC's) along with many heavily armed personnel, were seen in the vicinity of the Brown's home.

The Alex Jones radio show reported the events between noon and 3 PM Eastern Time.  Later, Republic Broadcasting also covered the events and interviewed the Browns through cell phones at the Brown's residence.  The report from the Alex Jones radio show on the following day, the 8th, included the Brown's, and Luke Radolski and Matt Lapasic, reporters for Alex.  They had driven up to New Hampshire from New York City the night before.

On the 8th, the three, Pastor Butch Paugh, Jack McLamb, and Aaron Russo engaged in public discussion with Alex Jones, and some interaction with those three included the Browns.  Jack McLamb voiced the opinion that no matter what happens to the Brown's, the patriots of this country should stand down, because any violence would be an excuse for martial law nationwide.  Alex Jones agreed.  Without martial law, the patriots have, for the most part, freedom of speech.  The information war is being won because of that free speech.  Many are waking to the truth of the threat of the U.S. Federal Government to all citizens in the U.S.  Many law enforcement personnel, and military, are waking up.  More will become aware as time goes on.

June 18, 2007 there was a press conference at 2 PM in front of the Brown's home.  Before the press conference, TV station WMUR, channel 9, reported that the city council was saying "The time is coming for definitive action."  They were referring to the action regarding the Brown's.  Randy Weaver (Ruby Ridge), John Stadtmiller who owns RBN, Matt Kisee infowars reporter, and Michael Herzog of RBN, spoke at the press conference, along with the Brown's.

The press conference was carried live on channel 9.

...[we want a] county grand jury investigating this, all in the hopes that this can be resolved peacefully, so no one gets harmed whether they be in law enforcement, or Ed and Elaine Brown, or anyone else.  I am not here for fun.  This is a serious matter.  I would urge all of you, no matter what your editors are telling you to do, when you do your story, do what your conscience tells you to do.  This is a serious situation, one that Ed and Elaine Brown are not enjoying.  I'm not enjoying it, and neither should you be enjoying it.

Randy Weaver told of how he was under siege by Federal Authorities at Ruby Ridge, and how his wife, and his son were murdered by them.  He showed pictures of his wife, and told how she had been holding their infant daughter in her arms, and how parts of her head, along with blood, was splattered all over the baby.

He said President George Bush is a criminal, who should be tried for war crimes.

Randy said: "What makes people willing to put their lives on the line?  They'll take so much BS from the so-called government, and they just say, 'back off.'"

He said: "I'd rather die on my feet, right here, with people like this, than live on my knees before this defacto government."

Michael Moore went on record this week to tell Infowars.com and WeAreChange.org reporters that three years after the release of his film Fahrenheit 9/11 he now has many more questions about 9/11 and does not believe the public have been told "half the truth" about what really happened.

At an event to preview his upcoming film SICKO, Moore told our reporters that many firefighters have since approached him and told him the same story about hearing explosions going off inside the buildings prior to their collapse.

Moore also made it clear that he believes the attack on the Pentagon has is being covered up and kept secret from the public and that videos of the impact of flight 77 into the building will "provide answers" to what really happened.

He is in touch with Military and Police throughout the U.S.  He believes it's likely the New World Order is planning nationwide martial law soon.  This will likely occur after some "emergency" that they, themselves, bring about.  Martial law means taking children from parents, for one.

As I noted this morning, Barbara Walters stated in no uncertain terms that Rosie O'Donnell's departure from The View was solely O'Donnell's decision, The View is sad to see her go and wishes she could have/would have stayed on, appreciates all she's done in her year there, and welcomes her back to visit as often as she wants. John Gibson showed clips from her announcement at the top of The Big Story today 5/29/07.

Less than eight minutes into the show, he put up a graphic that asked "...Did she get the boot?" and asked that of his guest, Laura Sanchez. Sanchez, not believing her own eyes, misinterpreted something O'Donnell said on her blog (about feeling like a foster child who never fit in) and portrayed Walters as being diplomatic rather than truthful.

Sell-Out: Senate Illegal Alien Amnesty Bill Capitulates to Every Special Interest Demand

...reported by Iraqi physicist and writer Imad Khaddui, an Iraqi man had his license confiscated at an American checkpoint and was told to report to an American military camp near Baghdad airport in order to retrieve it.  After being questioned for half an hour, he was told that in order to get his license back he would have to drive to another police station across town.  Upon beginning his trek, he noticed two things: His car felt like it was loaded down with something and there was a low flying helicopter hovering overhead everywhere he went.  After stopping the car and doing a quick inspecton he found that his trunk was full of explosives, presumably put there by the Americans while he was being interrogated in the building nearby.

The National Security and Homeland Security Presidential Directive , signed on May 9, 2007 declares
that in the event of a "catastrophic event", George W. Bush can become what is best described as "a dictator":

"The President shall lead the activities of the Federal Government for ensuring constitutional government."

This directive, completely unnoticed by the media, and given no scrutiny by Congress, literally gives the
White House unprecedented dictatorial power over the government and the country, bypassing the
US Congress and obliterating the separation of powers. The directive also placed the Secretary of
Homeland Security in charge of domestic "security".

This is another step towards official martial law (see " US government fans homeland security fears "), which suggests that a new "catastrophic event" 9/11-type pretext could be in the pipeline.

NATIONAL SECURITY PRESIDENTIAL DIRECTIVE/NSPD 51
HOMELAND SECURITY PRESIDENTIAL DIRECTIVE/HSPD-20

Subject: National Continuity Policy
Purpose

(1) This directive establishes a comprehensive national policy on the continuity of Federal Government structures and operations and a single National Continuity Coordinator responsible for coordinating the development and implementation of Federal continuity policies. This policy establishes "National Essential Functions," prescribes continuity requirements for all executive departments and agencies, and provides guidance for State, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.

(2) In this directive:

(a) "Category" refers to the categories of executive departments and agencies listed in Annex A to this directive;
(b) "Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;
(c) "Continuity of Government," or "COG," means a coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency;
(d) "Continuity of Operations," or "COOP," means an effort within individual executive departments and agencies to ensure that Primary Mission-Essential Functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents, and technological or attack-related emergencies;
(e) "Enduring Constitutional Government," or "ECG," means a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities and provide for orderly succession, appropriate transition of leadership, and interoperability and support of the National Essential Functions during a catastrophic emergency;
(f) "Executive Departments and Agencies" means the executive departments enumerated in 5 U.S.C. 101, independent establishments as defined by 5 U.S.C. 104(1), Government corporations as defined by 5 U.S.C. 103(1), and the United States Postal Service;
(g) "Government Functions" means the collective functions of the heads of executive departments and agencies as defined by statute, regulation, presidential direction, or other legal authority, and the functions of the legislative and judicial branches;
(h) "National Essential Functions," or "NEFs," means that subset of Government Functions that are necessary to lead and sustain the Nation during a catastrophic emergency and that, therefore, must be supported through COOP and COG capabilities; and
(i) "Primary Mission Essential Functions," or "PMEFs," means those Government Functions that must be performed in order to support or implement the performance of NEFs before, during, and in the aftermath of an emergency.

(3) It is the policy of the United States to maintain a comprehensive and effective continuity capability composed of Continuity of Operations and Continuity of Government programs in order to ensure the preservation of our form of government under the Constitution and the continuing performance of National Essential Functions under all conditions.
Implementation Actions

(4) Continuity requirements shall be incorporated into daily operations of all executive departments and agencies. As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received. Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions. Risk management principles shall be applied to ensure that appropriate operational readiness decisions are based on the probability of an attack or other incident and its consequences.

(5) The following NEFs are the foundation for all continuity programs and capabilities and represent the overarching responsibilities of the Federal Government to lead and sustain the Nation during a crisis, and therefore sustaining the following NEFs shall be the primary focus of  the Federal Government leadership during and in the aftermath of an emergency that adversely affects the performance of Government

Functions:
 

(a) Ensuring the continued functioning of our form of government under the Constitution, including the functioning of the three separate branches of government;
(b) Providing leadership visible to the Nation and the world and maintaining the trust and confidence of the American people;
(c) Defending the Constitution of the United States against all enemies, foreign and domestic, and preventing or interdicting attacks against the United States or its people, property, or interests;
(d) Maintaining and fostering effective relationships with foreign nations;
(e) Protecting against threats to the homeland and bringing to justice perpetrators of crimes or attacks against the United States or its people, property, or interests;
(f) Providing rapid and effective response to and recovery from the domestic consequences of an attack or other incident;
(g) Protecting and stabilizing the Nation's economy and ensuring public confidence in its financial systems; and
(h) Providing for critical Federal Government services that address the national health, safety, and welfare needs of the United States.

(6) The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counterterrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. The National Continuity Coordinator, in coordination with the Assistant to the President for National

Security Affairs (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies. The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination.

(7) For continuity purposes, each executive department and agency is assigned to a category in accordance with the nature and characteristics of its national security roles and
responsibilities in support of the Federal Government's ability to sustain the NEFs. The Secretary of Homeland Security shall serve as the President's lead agent for coordinating overall
continuity operations and activities of executive departments and agencies, and in such role shall perform the responsibilities set forth for the Secretary in sections 10 and 16 of this directive.

(8) The National Continuity Coordinator, in consultation with the heads of appropriate executive departments and agencies, will lead the development of a National Continuity Implementation Plan (Plan), which shall include prioritized goals and objectives, a concept of operations, performance metrics by which to measure continuity readiness, procedures for continuity and incident management activities, and clear direction to executive department and agency continuity coordinators, as well as guidance to promote interoperability of Federal Government continuity programs and procedures with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate. The Plan shall be submitted to the President for approval not later than 90 days after the date of this directive.

(9) Recognizing that each branch of the Federal Government is responsible for its own continuity programs, an official designated by the Chief of Staff to the President shall ensure that the executive branch's COOP and COG policies in support of ECG efforts are appropriately coordinated with those of
the legislative and judicial branches in order to ensure interoperability and allocate national assets efficiently to maintain a functioning Federal Government.

(10) Federal Government COOP, COG, and ECG plans and operations shall be appropriately integrated with the emergency plans and capabilities of State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to promote interoperability and to prevent redundancies and conflicting lines of authority. The Secretary of Homeland Security shall coordinate the integration of Federal continuity plans and operations with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to provide for the delivery of essential services during an emergency.

(11) Continuity requirements for the Executive Office of the President (EOP) and executive departments and agencies shall include the following:

(a) The continuation of the performance of PMEFs during any emergency must be for a period up to 30 days or until normal operations can be resumed, and the capability to be fully operational at alternate sites as soon as possible after the occurrence of an emergency, but not later than 12 hours after COOP activation;
(b) Succession orders and pre-planned devolution of authorities that ensure the emergency delegation of authority must be planned and documented in advance in accordance with applicable law;
(c) Vital resources, facilities, and records must be safeguarded, and official access to them must be provided;
(d) Provision must be made for the acquisition of the resources necessary for continuity operations on an emergency basis;
(e) Provision must be made for the availability and redundancy of critical communications capabilities at alternate sites in order to support connectivity between
and among key government leadership, internal elements, other executive departments and agencies, critical partners, and the public;
(f) Provision must be made for reconstitution capabilities that allow for recovery from a catastrophic emergency and resumption of normal operations; and
(g) Provision must be made for the identification, training, and preparedness of personnel capable of relocating to alternate facilities to support the continuation of the performance of PMEFs.

(12) In order to provide a coordinated response to escalating threat levels or actual emergencies, the Continuity of Government Readiness Conditions (COGCON) system establishes executive branch continuity program readiness levels, focusing
on possible threats to the National Capital Region. The President will determine and issue the COGCON Level. Executive departments and agencies shall comply with the requirements and
assigned responsibilities under the COGCON program. During COOP activation, executive departments and agencies shall report their readiness status to the Secretary of Homeland Security or the Secretary's designee.

(13) The Director of the Office of Management and Budget shall:

(a) Conduct an annual assessment of executive department and agency continuity funding requests and performance data that are submitted by executive departments and agencies as part of the annual budget request process, in order to monitor progress in the implementation of the Plan and the execution of continuity budgets;
(b) In coordination with the National Continuity Coordinator, issue annual continuity planning guidance for the development of continuity budget requests; and
(c) Ensure that heads of executive departments and agencies prioritize budget resources for continuity capabilities, consistent with this directive.

(14) The Director of the Office of Science and Technology Policy shall:
 

(a) Define and issue minimum requirements for continuity communications for executive departments and agencies, in consultation with the APHS/CT, the APNSA, the Director of the Office of Management and Budget, and the Chief of Staff to the President;
(b) Establish requirements for, and monitor the development, implementation, and maintenance of, a comprehensive communications architecture to integrate continuity components, in consultation with the APHS/CT, the APNSA, the Director of the Office of Management and Budget, and the Chief of Staff to the President; and
(c) Review quarterly and annual assessments of continuity communications capabilities, as prepared pursuant to section 16(d) of this directive or otherwise, and report the results and recommended remedial actions to the National Continuity Coordinator.

(15) An official designated by the Chief of Staff to the President shall:

(a) Advise the President, the Chief of Staff to the President, the APHS/CT, and the APNSA on COGCON operational execution options; and
(b) Consult with the Secretary of Homeland Security in order to ensure synchronization and integration of continuity activities among the four categories of executive departments and agencies.

(16) The Secretary of Homeland Security shall:

(a) Coordinate the implementation, execution, and assessment of continuity operations and activities;
(b) Develop and promulgate Federal Continuity Directives in order to establish continuity planning requirements for executive departments and agencies;
(c) Conduct biennial assessments of individual department and agency continuity capabilities as prescribed by the Plan and report the results to the President through the APHS/CT;
(d) Conduct quarterly and annual assessments of continuity communications capabilities in consultation with an official designated by the Chief of Staff to the President;
(e) Develop, lead, and conduct a Federal continuity training and exercise program, which shall be incorporated into the National Exercise Program developed pursuant to Homeland Security Presidential Directive-8 of December 17, 2003 ("National Preparedness"), in consultation with an
official designated by the Chief of Staff to the President;
(f) Develop and promulgate continuity planning guidance to State, local, territorial, and tribal governments, and private sector critical infrastructure owners and operators;
(g) Make available continuity planning and exercise funding, in the form of grants as provided by law, to State, local, territorial, and tribal governments, and private sector critical infrastructure owners and operators; and
(h) As Executive Agent of the National Communications System, develop, implement, and maintain a comprehensive continuity communications architecture.

(17) The Director of National Intelligence, in coordination with the Attorney General and the Secretary of Homeland Security, shall produce a biennial assessment of the foreign and domestic threats to the Nation's continuity of government.

(18) The Secretary of Defense, in coordination with the Secretary of Homeland Security, shall provide secure, integrated, Continuity of Government communications to the President, the Vice President, and, at a minimum, Category I executive departments and agencies.

(19) Heads of executive departments and agencies shall execute their respective department or agency COOP plans in response to a localized emergency and shall:

(a) Appoint a senior accountable official, at the Assistant Secretary level, as the Continuity Coordinator for the department or agency;
(b) Identify and submit to the National Continuity Coordinator the list of PMEFs for the department or agency and develop continuity plans in support of the NEFs and the continuation of essential functions under all conditions;
(c) Plan, program, and budget for continuity capabilities consistent with this directive;
(d) Plan, conduct, and support annual tests and training, in consultation with the Secretary of Homeland Security, in order to evaluate program readiness and ensure adequacy and viability of continuity plans and communications systems; and
(e) Support other continuity requirements, as assigned by category, in accordance with the nature and characteristics of its national security roles and responsibilities

General Provisions

(20) This directive shall be implemented in a manner that is consistent with, and facilitates effective implementation of, provisions of the Constitution concerning succession to the Presidency or the exercise of its powers, and the Presidential Succession Act of 1947 (3 U.S.C. 19), with consultation of the Vice President and, as appropriate, others involved. Heads of executive departments and agencies shall ensure that appropriate
support is available to the Vice President and others involved as necessary to be prepared at all times
